As the Oriental Bank is that the subsidiary Coverage from England I had in the meantime made use of a portion of the Judicial Deposits to meet the current expenses of the colony—and notice having been received from the Registrar of the Supreme Court that repayment of $92,642 would be required in a few days—I instructed the Treasurer to negotiate with the Banks, and inform me on what terms an account could be opened with the Government, enabling the latter to draw for any amount not exceeding $100,000—on condition of being used by the Commisariat here, I was anxious to negotiate the loan with that Bank—but the Treasurer reported a very great disinclination on the part of the Oriental Bank to assist the Government; a disinclination manifested lately in several instances without, so far as I am aware, any reason whatever to justify it.

Finally the enclosed agreement was entered into with the manager of the Hongkong and Shanghai Bank, and as the regular rate of interest here at the
